Our strategic priorities

We aim to give every learner the opportunity to fulfil their potential, and to deliver for Scotland by making a positive social and economic impact. We'll achieve this by being an open, collaborative and forward-thinking organisation that puts learners’ and educators’ voices at the heart of our decision-making.

Our purpose

Our purpose is to deliver the Education (Scotland) Act 2025 by designing, delivering and awarding qualifications that provide all learners with fair and equal opportunity to fulfil their potential.

Our business plan: Accelerating Change

This plan sets out our priorities to the end of March 2026 and acts as a bridge to our three-year corporate plan, which will launch in April.

It provides clarity on where we will focus our efforts in these early months.

As Qualifications Scotland starts work, we will

  • move forward with qualifications reform, supported by the new Schools Partnership Team

  • strengthen the organisation’s leadership - with greater learner, educator and employee representation - and its accreditation and self-regulation functions

  • begin a process of reviewing every area of the organisation to deliver improvement and change
